ECEL 2.0 is a DIAMONDS project offering a searchable library of occupational and environmental Risk Management Measures (RMM) that provides information on the effectiveness of control measures. This information is required to evaluate, amongst others, the operational conditions (OCs) and to make up regulatory dossiers to predict occupational exposure levels and environmental concentrations.

TNO and CEFIC recently developed an integrated Risk Management Measure library (ECEL v2.0) as part of the CEFIC LRI B15.2 project. The library applies a statistical method to derive and visualize effectiveness values for both occupational and environmental RMM.

The European Chemicals policy, REACH (Registration, Evaluation and Authorization of Chemicals) and other legislation require that companies demonstrate the safe use and control of hazardous substances. In order to predict the occupational exposure or environmental concentrations it is necessary to evaluate the operational conditions (OCs) that are part of relevant exposure scenarios. For this purpose it is essential to evaluate the quantitative effectiveness of Risk Management Measures (RMM).

TNO and CEFIC recently developed an integrated risk management measure library (ECEL v2.0) as part of the CEFIC LRI B15.2 project. The library was developed on the DIAMONDS platform with a new ECEL v2.0 online interface that combines data from various sources. The online tool provides a suitable and stable software platform with various functionalities. It facilitates the search and selection of exposure scenarios related to the RMM of interest. The library applies a statistical method to derive and visualize effectiveness values which includes the calculation of a confidence interval. No other publicly available tools have the same coverage as ECEL v2.0 in combination with a querying interface and confidence calculations. Information extracted from ECEL can for example be applied for making up REACH dossiers for regulatory purposes.
