This freely accessible database provides practical safe-by-design solutions to reduce worker exposure to hazardous substances before the use of Personal Protective Equipment (PPE) becomes necessary. The content of this database focuses on safe-by-design Packaging, Formulations and Systems and Tools (sPFS) that support effective Risk Mitigation Measures (RMM), promote exposure reduction, and improve safety in the workplace.
Risk assessment, including REACH and the Biocidal Products Regulation
The database supports risk assessment under European legislation, including REACH and the Biocidal Products Regulation, by providing practical examples and evidence on exposure-reducing solutions. It helps manufacturers, importers, regulators, researchers, and occupational safety professionals identify effective alternatives to PPE in line with the STOP principle, which prioritises substitution and technical or organisational measures before personal protection.
What's in the Database?
The database covers three categories of safe-by-design Packaging, Formulations and Systems and Tools (sPFS):
- Packaging – Packaging that prevents or reduces exposure during handling.
- Formulations – Product formulations designed to minimise exposure while maintaining performance.
- Systems & Tools – Technical solutions that prevent or reduce contact with hazardous substances.
Developed by BAuA in collaboration with TNO, BPI, and NVC, the database combines published information with qualitative and, where available, quantitative data on exposure reduction. Additionally, quantitative laboratory measurements were performed for some selected solutions.
